There are no primaries for enrolled Democrats in Greene County on Tuesday June 25th.

There are no primaries for enrolled Democrats in Greene County on Tuesday June 25th.

New election laws accelerated what was the traditional September primary.

There is a county wide Republican primary for Greene County Sheriff.

There is an Independence Party primary for Windham Town Supervisor.

And there is a Prattsville & Durham Republican primary for committee seats.

NYS primaries require that you be enrolled in a party to vote in that party’s primary.

Thank You!!

From New Baltimore Greene County Legislature Candidate Jim Eckl

An open letter, concerning the recent election in which I was the candidate for County Legislator from District 5, the Town of New Baltimore:

What an adventure it was!  An adventure that I could not have pursued without all my supportive friends, an adventure that I would never have even dared to begin without the confidence that I would enjoy your support.  I thank you all from the bottom of my heart, and I especially thank our Town Co-Chairs, Eilleen Vosburgh and Janet Kash, and our County Chair Doreen Davis.

Because, while this was my candidacy, it was truly our campaign, a campaign to advance the cause of open and responsible governance.

But now the votes have been cast and counted, and my candidacy has been unsuccessful.  So be it: that is the way democracy works.

I was, as the expression goes, in it to win it.  And I will not deny that my loss has been a bitter disappointment.  But despite the disappointing outcome, my loss was not our defeat: we showed our neighbors, and we reassured ourselves, that the Democratic Party and the principles for which it stands are a vibrant component of our community.

And I commend to all of you the words of John Lewis, bloodied hero of the civil rights movement and respected member of the House of Representatives from Georgia, who recently said, “Do not get lost in a sea of despair. Be hopeful, be optimistic. Our struggle is not the struggle of a day, a week, a month, or a year, it is the struggle of a lifetime. Never, ever be afraid to make some noise and get in good trouble, necessary trouble.”

Sincerely,

Jim

Dr. Lee McGunnigle for Greene County Treasurer

Renaissance Man Tannersville Mayor Lee McGunnigle has had many roles over the years, including chef and president at Villa Vosilla Boutique Resort.

Meet Mayor Doctor Lee McGunnigle

McGunnigle honors the past while designing the future.

What do a talented chef, the mayor of a painted village in the sky, a chiropractor, and a man whose wife’s family owns a unique boutique resort all have in common? They are all actually one man who has reinvented himself throughout different stages of his life. Lee McGunnigle is that man, and he is a rarity in today’s world.

This businessman, father, husband, and mayor is working hard to protect and promote his family’s heritage while striving to improve the quality of life for his village’s residents. He is doing this with both traditional and innovative methods.

McGunnigle is proud to have focused most of his adult life on his wife Doria’s Italian heritage. “It’s not just the food that I fell in love with,” Lee said during a recent visit to the Villa Vosilla, the resort founded by Doria’s parents in Tannersville. “I also saw the closeness of her family and the pride they had for their culture.”

In 1983 he married Doria Vosilla, whom he had met on New Year’s Day at the resort. Doria’s parents, Nattalina and John Vosilla, had moved from Brooklyn in 1962 after the Vosilla family purchased a former kosher resort that was built in 1895. They reopened the business as the family-operated, Italian-themed resort Villa Vosilla Boutique Resort — which also became their home.

This area of the Catskills was well known for an abundance of Italian resorts, but the Villa is the last one operating that is family-owned. The thriving enterprise offers a unique blend of hospitality at an all-inclusive resort that keeps Italian culture and tradition alive. It is the family that makes this resort valuable — a family passionate about a business that is also their home. The Villa Vosilla is not only important to the village of Tannersville and mountaintop community, but to Greene County as well.

Local Pride McGunnigle performing one of his mayoral duties, leading a parade.

Lee and Doria were living in Brooklyn, where he opened his first chiropractic office. He and Doria traveled upstate to help her family on weekends; when Doria’s father passed away, they made a permanent move. McGunnigle eventually gave up his practice (which by then had offices in New Paltz and Tannersville) to focus on resort renovations, become a chef and president at Villa Vosilla, and raise four children with Doria, who now owns the resort.

McGunnigle was determined to improve not only the resort, but also the lives of residents of the village he now called home. In 1994, Lee was elected mayor and served four terms. He returned in 2007 when the village was on the verge of a public water disaster from damaged reservoirs. Initially given an original repair estimate of approximately $300,000, he was able to restore the reservoirs in about two weeks’ time for a total cost of approximately $14,000. “My first infrastructure miracle,” he added, after explaining how he hired local contractors to repair the structures in a short time and way under budget.

His continuing improvement of services and updating of vital infrastructure are accomplishments that have kept him in office for so many years. McGunnigle’s action has also been lauded by county officials and led to membership on the Greene County Planning Board. He is also proud to be one of the original signatories of the Catskill Watershed Agreement with New York City. Next month, he will be on the ballot for Greene County treasurer.

“When I first moved here,” McGunnigle says, “there were a lot of abandoned buildings and empty homes.” Now the village boasts several antique stores, many of which showcase local artists and homemade crafts, along with cozy eateries, ice cream shops, old-time general stores, and a wine store. Most surprising is a movie theater offering first-run films. Much of the restoration was funded through The Hunter Foundation along with local philanthropists.

Tannersville, “The Painted Village in the Sky,” is home to the new Mountain Top Library, which offers programs for children and adults. Mayor Doctor Lee, as he is affectionately called, has worked with both local and state officials to improve and protect the quality of life and the beauty of the mountaintop area.  The mayor was recently honored with a “Make A Difference” award by Tobacco-Free Action of Columbia & Greene Counties for measures taken to restrict tobacco sales near the Hunter-Tannersville High/Middle School on Main Street.

In the early 1990s, during a second “depression,” he decided to promote a spirit of community by running a biking and walking trail from North-South Lake that would ultimately connect to Hunter Mountain. He used grant money to start the project, which followed an old railway bed. He met some resistance, but he worked with officials and convinced some local residents of the benefits for all. Today his vision of connecting all the mountain towns is almost complete.

His latest project is the restoration and cleanup of Rip Van Winkle Lake and the surrounding grounds. The project was recently awarded grant funding of $500,000 through the NYS Office of Planning and Development and the Local Waterfront Revitalization Program through the Environmental Protection Fund. The grant will help the Village to implement the Gooseberry Creek Revitalization Strategy, with an additional $500,000 committed in local match.

Home & Hospitality Villa Vosilla is where it all began for Lee and Doria McGunnigle.

This project will provide a direct link from the town to the lake and park amenities that are already being enjoyed by residents and visitors.  Through grant money, a performance stage was purchased, and “Music in the Park” — a series of outdoor concerts which include a benefit for veterans — was launched. Plans are also in the works to add picnic grounds, more trails, and observation points with walkways through the wetlands. He would also like to add a bird sanctuary and repair the spillway.

When asked why he has been so successful with his initiatives, he replies, “I think it is because I like to think outside the box.”

Lee is on the committee of the Elder Abuse Prevention and Education Task Force of Columbia and Greene Counties. He has turned the tragic abuse of a beloved family member and his family’s heartbreak into something positive by forming a committee to make Tannersville a template to inform, educate, and protect the vulnerable from exploitation from predators. This initiative, called “Safe at Home,” was recently presented to the community.

When asked what he is proudest of as a husband and father, he says, “I am proud that Doria and I have four children with a strong work ethic. We have always been a close family and enjoy each other’s company. When we are all together celebrating life and having dinner as a family — that’s priceless. But most of all I love my wife. She is an angel. The best time of the day is holding her and I cherish each moment.”

Special Election Results – Not Final Until May 8 or 9

Aidan for State Assembly

What an incredible election day! I spent the evening surrounded by family and friends while we watched as over 18,000 votes in total were cast! Since the margin is so narrow, this race will be determined by absentee ballots in the coming days and weeks!

From the bottom of my heart, thank you all for your kind words and your friendship! I could not be more proud of our campaign- a campaign focused on inspiration, positivity and solutions to local issues!

To be continued!!!

…….

From the Chair:

As of the machine count at 9:00, Aidan is down by 288 votes. Approximately 2200 absentee ballots were requested and a little over 1200 have been returned. Any absentee ballot that is postmarked no later than 4/23 and arrives by 4/30 is counted.

A date to open absentee ballots in each county will be established after the close of receipt, sometime the first week in May.

A little context: in November of 2016 Trump took this district by 23 points. As of last night Aidan was within 1% of taking this race. That is due to the extraordinary candidate we have in Aidan O’Connor Jr and his appeal to voters of all parties.

Thanks to those of you that pitched in and worked tirelessly with time and ultimately your votes.

To quote Aidan: Stay tuned.

Doreen

…….

John Conklin, director of public information for the state Board of Elections, said 1,324 absentee ballots in the race had been returned as of Monday and another 986 were outstanding. The outstanding ballots could be counted if they are received by May 1.

Absentee ballots will be counted May 1 in Albany and Delaware counties, May 2 in Greene, Otsego and Ulster counties, May 7 in Columbia County, and May 8 in Schoharie County.

NY State Comptroller Tom DiNapoli Endorses Aidan O’Connor Jr. in the 102nd District Special Election – April 24th

NYS Comptroller Tom Dinapoli Endorses Aidan O’Connor Jr. For Assembly
District 102 Special Election

New York State Comptroller Tom DiNapoli has endorsed Aidan O’Connor,
Jr., in his race to represent the 102nd District of the New York State
Assembly at a rally in Athens, New York, on Sunday, March 25, 2018.
The seat will be decided in a Special Election on Tuesday, April 24th.

“I know what it takes to be a good Assemblyman,” said DiNapoli,
“because I represented the 16th District on Long Island for twenty
years before I became Comptroller of New York State in 2007. You need
tremendous energy, love talking with people, be highly ethical and
work with your colleagues to build consensus and find solutions.
Aidan has all those qualities, and more. He knows his district
intimately, has experience in the Greene County Legislature as the
Minority Leader and he’s worked with first responders in every
community as a flight paramedic. He’s clearly the most qualified
candidate for the job and I’m proud to give him my wholehearted
endorsement.”

“I’m deeply honored to receive this endorsement from one of my heroes,
Comptroller Tom DiNapoli” said O’Connor. “For the past decade, he’s
focused on finances in New York and done an extraordinary job of
supporting not only the State government, but County and local
governments, as well as individuals. New Yorkers know Tom is looking
out for their pensions, helping guide local governments off of shaky
fiscal ground and he’s always there to help. That’s why when he ran
for his second term as Comptroller in 2014, Tom was the top
vote-getter in Greene County on the winning statewide ticket! That’s
why he’s my hero and that’s why I’m so proud to receive his
endorsement!”

Greene County Jail Update 12/7/17

The possibility of a joint Columbia/Greene jail took a step forward Tuesday, December 5, when representatives from Columbia and Greene Counties met in Hudson to discuss specifics of the project.  The Greene County group included Legislators Lawrence, Torgersen and Bulich, County Administrator Groden and County Attorney Kaplan, among others.  The discussions raised a number of potential issues, including the need to expand and upgrade the existing facility in Hudson and the need for increased transportation for prisoners between Greene and Columbia.  These were balanced by a number of benefits, including sharp cost reductions for Greene, an ongoing revenue stream for Columbia and the possibility of additional funding from Albany to support the shared facility.  These and other issues need to be weighed against the alternative of building a new jail facility in Greene County, which would require a bond of approximately $45 million.   Both sides agreed to refine their thinking in light of the meeting and reconvene once again before the holidays.

Thank You for Voting • Thank You for Running for Office • Thank You for Your Continued Hard Work and Support

Thank You for Voting
It’s been 24 hours since the polls closed.  The air is filled with good news about the “tsunami” of victories across the country by Democrats, but some on social media are wondering why our performance in Greene County didn’t feel like such a big blue wave.

How did we do?  48 Democratic candidates ran in 74 town races across the county and they won 22.  Two or three additional races are so close that we may also win them, once the absentee ballots are counted.  At the top of our ticket, Julian Schreibman won that all-important seat on the NYS Supreme Court,.  And in Athens, Lee Allen Palmateer won the special election for a seat in the Greene County Legislature that was formerly held by a Republican, narrowing their majority to 8-6.

First, I want to thank all 48 of those candidates, not just for their extraordinary efforts, but for simply stepping up and dedicating 3 months of their lives to meet the voters across our communities.  Many of us are transplants from somewhere else… many of us are telecommuters or retirees who turned a weekend home into a permanent residence.  Republicans love to point out that we often don’t have the roots that they have in the community’s schools, churches, volunteer fire departments, small businesses and municipal employment.  As a result, we have to work harder and smarter to get our message across.

A little history…

Eight years ago, in 2010-2011, Greene County Democrats conducted a weekend-long retreat that brought together long-time “pioneers” and a group of fresh recruits, energized by Obama’s 2008 victory.  We ran for spots on the committee, changed its leadership, then created a long-term plan to win in Greene and put it in motion.

We started with the data on Greene County voter enrollment: only 25% were Democrats and more than 50% were Republicans or Conservatives.  It was clear that the only way we could win was to run candidates who would not only attract Democrats, but also the 25% who belonged to no party, as well as crossover Republican voters.  In 2012, that strategy brought us within one vote of a majority in the County Legislature, but in 2014 we lost ground when Albany passed the SAFE ACT after the shooting in Sandy Hook and gun control became the most powerful “single issue” in upstate NY.  But even with the shifting landscape, we continued to build our coalition, raising money, expanding our infrastructure, and recruiting new volunteers and candidates.

Which brings us to…

This year

We won 22 of the 48 races we contested.  We won the Supreme Court race.  We won the special election for the County Legislature.  Does it hurt to lose?  Damned straight.  But there were very, very few blowouts.  That coalition we set out to forge eight years ago has become a reality.  And in 2017, for the first time ever, Greene County enrolled more Democratic voters than Republicans.

In towns like New Baltimore, Athens and Catskill, we have new leadership.  Strong individuals stepped up to join the committee or become a town chair and all ran competitive or winning races.  In Coxsackie, Democratic candidates ran and won unopposed!  Town Committees are the heartbeat of our party and every town needs a strong and active town chair with a fully functional committee.  If you live in a town where you want to engage and you can’t find a way in, call me, I’ll find a point of contact or we’ll create one.  We’ve also formed strong links to  several groups operating across towns within Greene such as the Mountain Top Progressives, that will welcome you and actively support our candidates.

What’s Next

In every race we’ve run since 2011, we’ve learned and improved. The results of last year’s election activated many voters in Greene County, some new to the mountain or the valley, some lifelong residents, but all appalled with our current leadership.

Once we have the data from this year’s races, we’ll learn from it, share the lessons with all of you,  and start gearing up for 2018.    The entire county legislature will be up for election next year.  There’ll also be a NYS Senate race, an open race to fill Pete Lopez’ seat in the NYS Assembly and, of course, the race for the 19th Congressional District.

There’s a lot of work to be done in the coming year and the Greene County Democratic Committee welcomes any Democrat who wants to turn Greene blue.  We’ll be kicking off 2018 with an event to link interested Democrats with our committee, so stay tuned.

And let me close with another huge thank you to the candidates who ran this year.  We are enormously proud of every one of you.

Sincerely,

Doreen Parsley Davis
Chairwoman, Greene County Democratic Committee
Supervisor, Town of Catskill

Greene County Democratic Candidates

A MESSAGE FROM THE CHAIR

On November 7next Tuesday, 48 fellow residents of Greene County have stepped up and run for office in many of your communities.

There is no level of government that has a more direct impact on your life.  So while we are angered and frustrated at the federal level and can’t wait to go after that Congressional seat in the 19th, we have 48 people depending on your vote on Tuesday and in return, you will have representation at the level of government with the most impact.  Seems pretty logical, right?

Sadly, we continue to underperform as a nation and in particular as a party in off year elections.  Please do everything you can in your town to turn out the vote in support of our candidates.  In the absence of leadership at the federal level, we find that state and local governments are even more critical to the foundation of our democracy.

Finally, if you won’t be in the county on Election Day, please make every effort to fill out an absentee ballot so that your vote is counted. And most importantly, a huge thank you to our candidates, led by Julian Schreibman for Supreme Court  and to every other candidate from the towns of Greene.  We’re proud of you.

Sincerely,

Doreen Parsley Davis
Chairwoman, Greene County Democratic Committee

Greene County Democratic Party Backs Palmateer for County Legislature Seat

Greene County Democratic Party Backs Palmateer for County Legislature Seat

Cairo, New York, September 14, 2017. – The Greene County Democratic Committee nominated Lee Palmateer to run on the Democratic ticket this November for the Town’s seat on the Greene County legislature, concurring with the recommendation and nomination by the Athens Democratic Committee.

Chairwomen Doreen Davis of the Greene County Democrats and Catherine Censor of the Athens committee said that both committees were thrilled to nominate such a highly qualified candidate whose skills and background allow him to contribute on a number of levels in the legislature. “Greene County is faced with a number of highly challenging issues and I can’t think of a better candidate equipped to make an immediate contribution than Lee Palmateer” said Davis.

The seat was left vacant by the passing a few weeks ago of then-sitting Legislator Gene Hatton; many members of both committees and Mr. Palmateer expressed their respect and admiration for Mr. Hatton. The winner of this fall’s election will serve the remainder of Mr. Hatton’s term, through 2018. An election will be held next November for the full three-year term following.

Mr. Palmateer was born and raised in Athens, and he and his wife Nancy of 30 years raised their three sons in Athens as well. He has been active in the community all his life and has held elected positions as a member of the Coxsackie-Athens School Board and most recently as the Athens Town Supervisor from 2010-2013. Mr. Palmateer currently runs his own law office in Albany focusing on intellectual property law and was a Mechanical Engineer for General Electric earlier in his career. He said that he is “honored to have his party’s support” and “will strive to be the type of representative that the people of Athens deserve and can be proud of.” “I am lucky and proud that I can call Athens and Greene County my home. I look forward to doing my part as we continue down our path to a bright future” he said.

NY-19 Candidate Forum Hosted by Citizen Action of the Hudson Valley – 8/23/17

“8 Candidates have decided to stand up to run for Congress in 2018. This amount of competition should have John Faso scared to keep voting against his constituents.

Citizen Action of New York is excited to offer an opportunity to ask questions of Democratic Primary candidates, and listen for who among them has a vision for our community that is about people’s priorities, not the priorities of the super rich and righ wing agenda.

We have confirmed Jeff Beals, Steven Brisee, David Clegg, Antonio Delgado, Brian Flynn, Gareth Rhodes, Pat Ryan, and Sue Sullivan.

**No matter who runs in 2018, our work must be to build civic engagement and power in our communities through canvassing, and developing block captains.”

An Expert Panel on how the AHCA could affect Health Care in New York State – Hudson, June 26, 2017

What does the AHCA mean for NY State? How did the ACA (Obamacare) help NY State?

An Expert Panel on how the AHCA could affect Health Care in New York State ~ “The House of Representatives recently passed the American Health Care Act (AHCA) – a bill that, if passed, will leave 2.7 million New Yorkers without health insurance and will roll back protections for women, children and anyone with preexisting conditions. The AHCA would include $7 billion in cuts from New York’s healthcare system – effectively eliminating the Essential Plan, devastating our hospitals, and forcing major staffing cuts during a time when we need more, not less, doctors and nurses.”

Recordings from presentation available here on WGXC (slides and timing on recording below) ~ https://wavefarm.org/wgxc/newsroom/kp2ns4

4s-Summary of first County Wide Shared Services Initiative

5s-Summary of first County Wide Shared Services Initiative

Notes from Public Hearing:

Schools 3 so far committed
If find savings, gov match savings – Only get match money in the first yr
Merger expenses can negate savings in the first year
July determine recommendations and send by 7/15(?) see photo below

Town supervisors meet 3 times June 1, 29 and July
Savings may include workforce reduction

Inquired about getting meeting notes, they are not yet ready
Town Supervisors met and came up with :
1 consolidated ambulances- centralized does not have to be every town
2 shared legal svcs most towns contractual pay hrly rate
3 employee training tech/sex harassment/etc
4 merger of cable franchise agreements / raise franchise fees at this time / set up fund to expand internet access from franchise fees
5 grant writers state and foundations
6 animal control
7 consolidated street lights 27 districts in county not pkg lots etc convert to LEDs different ownership some towns own pole others / Central Hudson own bulb or bulb and wire etc., reduce bills? Net savings?
8 town hall heating, water, parks maintenance
Purchasing
IT / engineering etc – 375 computers
Payroll and accounting systems towns piggyback on county systems software
Property code enforcement
Better product by consolidating?
Property tax collection/clerk
Voter referendum for change of already elected clerks
Banks do for free get rid of tax collector and pay at bank
Tax assessor some doing multiple towns already – six years term – referendum for county wide NEED revaluation of home taxes- expensive updated on line mass appraisal- entire county 34000 properties 4-5year project cost $, monumental exercise get a better product?
Snow plowing – and school districts some contract out – can schools be added to road – timing can they-get rid of highway departments-how put together cost analysis- vehicles materials buildings getting to all needed first, fund in advance
Health- 12 mill self insured entity -health care collective consortium current/group purchasing
Tompkins county Ithaca consolidated save 3mill /yr / collective bargaining, would all care stay same? Towns will save money
Approval from state and pre fund
All same plan fund in advance
Records management- shift to online data and central storage and then old data archival effort guidelines for number of years kept, doesn’t need to be on paper
Consolidated courts unified system reduce number of referendum needed complex costs small towns wasting money
Lots of work required
Panelists – Town Supervisors
Come back with more ideas
Towns have to defend decision to not participate / Catskill won’t participate in ambulance consolidation
Home rule – want it so put it on tax rolls for town
Town police overlaps with sheriff and state police
Local towns police Needed?
Where does it make sense and how do you get consensus? Problem with ambulance 3 yrs
?s – Quality reduces? Efficiency? Lose service via consolidation? Money saved vs other negative impacts
80perct of taxes unfounded / government mandate true?
260 miles of county roads to maintain we can’t do all because of low money
Gov mandates without funding… true? (Say’s $ to be paid to counties is in State Budget that is not approved, will the $ get approved? When, after the work is done? Will this $ be removed? Depends on next Governor elected in fall 2018
Anne shared data of school shared services
Use resources better-ex: food service better product bulk purchase so reduced cost
Special ed teacher cover multiple districts
650 sq miles
Schools already doing and savings
Piggy back service
Volume procurement saves money
Once consolidated –
Who do you complain to?
Save money one yr or every year?
Towns come together based on area/logistics?

August

…………………

Questions ….

Who chooses governing org of each group?
How is public involved in decision making?
Next year go thru same exercise – why?
Missed
Two year program
Short time period 45days too tight
Not a collective refund
3rd part comes in to do evaluation

Confusing…
14towns have tax levy -money needed for expenses
Warrant completely colllected

County prints bill town sends and collects it
Towns get money first ?
Who gets refund from State? How divide?

Elections charge back to towns for costs , stop doing

Realtors…

Incentives for 2nd home purchase 2nd home owner taxes reduced?

County chases tax payment

Take away jobs and money going into county?
Assessing properties –
County would have to become assessing authority by referendum on ballot
If county takes over
Assessing is not collection

Start collecting data now
Do biggest cost savings first
Code enforcement use ny state rules but consolidated
Planning board zoning board environmental consolidation?

Is there a mandate for services to be cut from taxes if consolidated?
Not better product just tax reduction?

Where is money coming from?

Subcommittee to cooperate with Columbia county?

Latest Reports on the Impact of the Republican’s American Health Care Act

Devastating.

There is no other way to describe the latest reports on the impact of the Republican’s American Health Care Act. 23 million people would lose their health care according to the non-partisan Congressional Budget Office, states would lose $834 billion in federal funds for their Medicaid programs and in New York, 2.7 million people would be left without health coverage.

That’s 1 in every 7 New Yorkers who would be shut out of potentially life-saving medical careAnother 7 million New Yorkers who rely on Medicaid and other services created under the Affordable Care Act would also be put at risk.

And all this comes with a hefty price tag – a loss of nearly $7 billion in health care funding in New York alone.

Fewer people covered and much greater cost for taxpayers is a prescription for disaster.

ACHA graphic

But the bad news doesn’t stop there. The AHCA would also defund Planned Parenthood, strip away access to reproductive health services, and deny low-income New Yorkers tax credits used to lower insurance costs.

Their bill will deny millions of Americans access to critical health programs like maternity and pediatric services, opioid addiction treatment, and protections for people with pre-existing conditions. It would set our country back to the darkest days of the Great Depression when getting sick was a financial death blow.

In New York, we don’t look back and we’re not going to let this Congress take us back to the days when going to a doctor meant going broke. So please, reach out to your member of Congress and make your voice count.

Think of your friends and family. Think of yourself. Now think of a country where health care is unaffordable and unattainable for you and the people you love.

That’s not who we are as New Yorkers. If you feel the same way, please join us in sending a message to Congress.

In unity,

Andrew Cuomo

The New Baltimore Democrats held an information session about the proposed new Greene County Jail Tue. April 18. Under the proposal, the county would build a new jail in Coxsackie, moving from next to the county courthouse in Catskill. County administrator Shaun Groden, and county legislators William Lawrence (R-Cairo), Lori Torgersen (D-Windham-Ashland-Jewett-Prattsville), and Pat Linger (R-New Baltimore) were scheduled to attend. The exact cost of the new jail has yet to be determined, but previous reports put the price tag at nearly $70 million, plus the cost of the interest on the bond. The information meeting was held at the Medway-Grapeville Firehouse in Hannacroix.

Beth Schneck recorded the meeting for WGXC.

The rate will be locked into what the current interest rates are at the second quarter of 2017, not what the rates will be in the fourth quarter in 2020, when the project is expected to completed, Greene County Administrator Shaun Groden said Tuesday.

The USDA money will not be available to the county until the project is completed. Construction loans and general obligation bonds will be sought to pay all of the contractors involved with the project, Groden said.”

House Republicans pull health care bill

http://www.cnn.com/2017/03/24/politics/house-health-care-vote/

“The decision to delay the vote marks an acute embarrassment for Trump, who had gambled big by presenting holdout House conservatives with a take-it-or-leave it ultimatum on Thursday night and put his own credibility on the line.

It also puts Ryan in a much weakened political position, after being defied by his own conference, which seems just as unsuited to governing in the Trump era as it was when it was effectively a protest coalition under Obama.

It became clear during a day of intense political intrigue Friday that despite fierce arm-twisting by Trump, Ryan and other leaders that the votes simply were not there to pass the bill and the leadership and the White House were headed for a lopsided defeat.”

Funding Announced for Rural Transportation Projects

Public Transportation: http://m.thedailymail.net/news/article_08e63fe6-fd5f-11e6-a4ba-43f2022a4f4d.html?mode=jqm

and a separate option:

Ridesharing – Uber, Lyft, Sidecar, etc in Greene – http://greenegovernment.com/news-press/greene-county-ride-sharing – add your name in support here (scroll down to end): http://www.buyingreene.com/ride-sharing

Gov. Andrew Cuomo recently announced $32.4 million in funding to support public transportation in rural areas such as Greene and Columbia counties.

Cuomo made the announcement about the funding, which will be provided through the Formula Grants for Rural Areas program, on Feb. 22.

The program will provide selected applicants up to 80 percent of capital and 50 percent of operating project-related costs and the remaining funds will be provided by the state and project sponsors, according to a statement from Cuomo’s office.

The funding is made available through the Federal Transit Administration and administered by the New York State Department of Transportation, according to the release.

Counties, cities and tribal governments with populations of less than 50,000 that own and operate or directly contract for rural public transportation services, upstate regional transportation authorities, and multi-county intercity bus services sponsored by the Department of Transportation will be eligible to apply, according to the statement.

“Providing efficient and reliable public transportation in rural communities is critical to increasing mobility and accessibility for upstate New Yorkers and to helping ensure future prosperity for their communities,” Cuomo said. “This funding will help strengthen the link between rural areas and smaller cities, supporting regional economic growth and increasing ease of access for residents and visitors to our state.”

The Department of Transportation will give preference to public transportation projects that eliminate transportation barriers, improve mobility opportunities in rural areas, encourage and support increased coordination of public transportation services with other human service agency provided transportation services, and ensure a successful Intercity Bus program, according to the release.

Funding applications will be accepted until April 10.

Greene County Administrator Shaun Groden is unfamiliar with the funding and is unsure if the county would be eligible, but said the county would like to add more routes to its public bus system, the Greene County Transit System.

“Certainly if there’s funds available we would like to expand,” he said. “I don’t know if we would be eligible or not, but we would like to have two more [bus] routes.”

The bus system is operated and managed by the Arc of Ulster-Greene, a private, nonprofit agency that provides public transit services between Catskill and the outer areas of the county.

The county’s partnership with the Arc has been effective since June 1.

The cost of the bus service is shared between the county, Arc and Department of Transportation, Warren Hart, the Greene County Economic Development, Tourism and Planning director, said in January.

The county has a contract with Arc and the organization purchased buses with grants and private funds. Money is set aside in the 2017 county budget to purchase more buses, Hart said in January.

Groden is unsure if the county or Arc would apply for additional funds if the county is interested and deemed eligible.

Although it is unclear if the governor’s recently announced funds could contribute to the bus service, the county would like to add another route from Catskill to Columbia-Greene Community College, Groden said.

“Sometimes our students have a hard time with transportation, so we are very interested in getting a route over to the school,” he said.

Another route could be added from a mountaintop town to Catskill.

Mountaintop residents are pleased with the county’s transit system, Greene County Legislator Lori Torgersen, D-Windham, said.

“I know that everyone on the mountaintop, and everyone in Greene County, has been very enthusiastic about it,” Torgersen said. “There’s been a lot of enthusiasm about what is possible, and the growth potential.”

Torgersen also noted the importance of a transit system, especially for senior citizens.

“I think for seniors, transportation is critical,” she said. “Greene County is a big county and we have wonderful resources on the mountaintop, but folks need to get down the mountain as well to access services in Catskill, so I think the growth opportunities are important for seniors.”

More information about bus schedules and fares can be found online at greenegovernment.com/greene-county-transit.

March at Faso’s Office in Kinderhook ~ February 25th / Town Hall in Kingston ~ February 24th

Friday in Kingston 6pmSaturday at the Kinderhook office at 2pm

On Saturday February 25 at 2:00 there will be another District- wide protest at Congressman John Faso’s Kinderhook office at 2 Hudson Street in Kinderhook, NY.

During the week of February 20-25, all Congressman will be on recess in their home districts. It is the perfect time to hold town hall meetings and to brief constituents on how they are being represented . Unfortunately, Congressman Faso has repeatedly refused to do this.

Consequently, people from the district will be making their concerns about ACA, Planned Parenthood, the environment, immigration and jobs public in front of Faso’s hometown office. These are really non partisan issues and affect everyone in District 19. It’s time for Congressman Faso to do his job.

Please come out and show Congressman Faso that we are watching and will not be silent in fighting Trump and the Republican’s agenda.

Faso Town Hall – Friday night in Kingston at the auditorium at George Washington Elementary School, 67 Wall St, 6pm-8pm.:  http://www.dailyfreeman.com/general-news/20170222/forum-in-fasos-congressional-district-expected-to-draw-more-than-600-people-but-not-faso

KINGSTON, N.Y. >> “More than 600 people have signed up to attend a town hall-style event Friday at a local elementary school, hoping to hear U.S. Rep. John Faso speak about the Affordable Care Act, immigration reform and other current issues.

The only problem? Faso won’t be there.”

Greene County Jail – Please contact your legislators

~ Please attend the meeting on February 8th, 6pm at the county building – 411 Main St 4th Floor Conference Room, and please take some time to write your legislator with your thoughts about the project. Contact information is available here ~

Greene County will be paying for the construction of a new jail to replace it’s outdated one.

At the cost of $100 million over a 30-year bond, it is projected to be the most expensive project the county has ever undertaken.

On January 18th, Greene County legislators put a $52 million bond resolution on hold until February 8th, in order to debate the size of the jail.

In light of recent demographic trends predicting declining jail population, we are concerned that the proposed design is too large.

Greene County is having trouble funding its basic obligations. We cannot afford to spend money on an over-sized jail facility if there are other more cost-effective programs that can address our correctional needs.

For example, substance abuse is the largest cost of incarceration. There are treatment programs that are far more effective in addressing this issue than incarceration, but none of the money in the proposal is allocated to that.

Legislators need to find a plan that is realistic, that deals with the overall issues, and includes alternatives to incarceration but does not over extend the taxpayers unnecessarily.

You are welcome to attend the meeting on the 8th, to be held at the county building 411 Main St 4th floor conference room @6pm, and please take some time to write your legislator with your thoughts about the project.

Here is a link where you can find the email and physical addresses of your district legislators and a link that provides a good overview and background on the project:

http://greenegovernment.com/greene-government/county-legislature

http://greenegovernment.com/greene-government/proposed-jail-project

Time is of the essence as this project is rapidly becoming a reality.  Take a moment to express your opinion on the largest expenditure in the county’s history.

….

Introduction
The existing Greene County Jail is located on Bridge Street in the Village of Catskill behind the Greene County Courthouse. The Jail has 56 beds, but routinely has between 90 and 110 inmates, exceeding its capacity on a regular basis and requiring the boarding of prisoners in surrounding facilities. It costs Greene County $85 per day, per inmate, to board out prisoners, and over the course of a year it costs the County approximately one million dollars.  The oldest part of the Jail is over 100 years old, built in 1905, and is well past it s useful life.  Greene County has been has been dealing with structural, capacity and operational challenges of the Jail for decades.

Greene County is now in the position of having to expand jail capacity through construction of a new facility.

A site has been chosen adjacent to The Greene and Coxsackie State Correctional Facilities on State Route 9W in Coxsackie, NY.  The size of the site is 50 acres, with approximately 32 acres to be utilized for the construction of the Jail. The Sheriff’s Office and a back-up Emergency Response Center will be included in the new Jail Facility. At this time it is estimated that the Jail will account for 68,000 square feet and the Sheriff’s Office an additional 17,000 square feet. The Jail Concept Site Plan is attached to this RFQ solicitation.

The Greene County Legislature has endorsed a target capacity range of 130 beds for a new County Jail (with the ability to gain up to an additional 20% in capacity through future double celling of prisoners).

The Greene County Legislature has selected SMRT Architects and Engineers, P.C., with offices in Latham, NY as the Architectural and Engineering firm for the project. RicciGreene Associates of New York City has provided the Jail Needs Assessment, including population projections and jail bedspace analysis for the facility. Delaware Engineering of Albany NY is providing the civil engineering and related services.

January 26th, All Democrats and No Party affiliation are Invited to Our Organizational Meeting

MESSAGE FROM THE CHAIR
Our thanks to many in the community who have become involved since the madness of November 8, 2016.  After the election a wake up call has sounded across the land.  It is now our responsibility to best channel the action and passion into a plan for Greene County.  I am attaching a guide for your review.  It may serve as a roadmap for our efforts.
https://www.indivisibleguide.com
On Thursday January 26th at 7:00pm the Greene County Democratic Committee conducts their organizational meeting for 2017.  In previous years this was a pro forma meeting……subcommittees assigned, new town chairs voted in……town committee members identified.  This year there is that and so much more.
We are inviting all Democrats or interested members of ‘no’ party that want to get involved in setting the future direction of our county, state and country.  Some of our goals and objectives:
  • What are our goals as a committee this year?
  • How do we support the groups that have formed in the county or beyond that have similar objectives or those that differ?
  • How do we structure our efforts around 1. Candidates and elections 2. Pressure on incumbent office holders i.e. Faso/Amedore/Lopez to support our view of representative government?
One of the biggest lessons taken away from the 2016 elections is the gap between the national landscape and local governments.  We are ‘hollowed out’ as a party and need to rebuild from the bottom up.
Our committee is in need of fresh perspective and participation.  We invite you to come and listen and determine where you can best participate.  Thanks in advance for your support.

Stand Up America

Sean Eldridge: It’s been several days since the election, and I’m still as angry and concerned as I was on Tuesday night.  I do not buy into the narrative that Trump won’t be as bad as we fear — his first nominations should dispel that hopeful notion.  I believe it will be a rough four years and that the work to resist his hateful and dangerous agenda begins now, which is why I created Stand Up America, a community of activists and concerned Americans who are ready to stand up and fight back.  I’m excited that 25,000 people engaged in our first day. I hope you’ll join us to add your voice, share your ideas, and stay up to date on how to take action to protect our most vulnerable neighbors and reject Trump’s dark vision for America. We’re just getting started and there’s more content and actions to come.  Please message me with any ideas and suggestions!

The common thread of Democratic history, from Thomas Jefferson to Barack Obama, has been an abiding faith in the judgment of hardworking American families, and a commitment to helping the excluded, the disenfranchised, and the poor, strengthen our nation by earning themselves a piece of the American Dream. Democrats understand the value of hard work, education, and opportunity. Democrats are working hard to bring more people into the economic mainstream, to improve our public schools, to protect our homeland, to make quality health care accessible, and to keep our air and water clean. And it’s not just elected officials who are fighting for these enduring values — it’s committed citizens in communities across New York and America.

Join us and become a part of this important and exciting movement.
